Citrix does have Lync integration. What are your endpoints? PC's or Thin Clients? On PC's, it would probably be fine, for thin clients you better do your testing as they are all different in terms of feature set and processing power. I use some cheap Hp linux boxes and they can pass thru any usb device into the VDI session, the performance can be laggy sometimes depending the connection and what you are trying to do.
Since you are wanting to use HyperV, Citrix is your only option. Why wouldn't your local workstation have Internet access? Sounds strange, but yes you could do this. Webex and gotomeeting within a vdi session all work just fine, been there, done that, got the T shirt. :)
